The first package of the Vung Tau – Binh Thuan Coastal Road Upgrade and Expansion Project (DT994) stretches from the Long Son Big House roundabout to the QL51 interchange. This project is carried out by a consortium led by Dat Phuong Group. Construction began on March 31, 2023, and is expected to be completed by May 2025.

Once upgraded and expanded, DT994 will replace the existing road, connecting all the coastal tourism and economic areas on the eastern side of Ba Ria – Vung Tau. This route will pass through some of the region's most beautiful coastal tourist destinations, including Long Hai, Phuoc Hai, and Binh Chau. Additionally, it will play a crucial role in providing a significant boost to the ecological tourism industry.

After the sub-projects are completed, the upgraded infrastructure will create an economic corridor linking Cai Mep – Thi Vai ports to Long Thanh International Airport and the Bien Hoa – Vung Tau expressway. This corridor will also support the development of tourism and urban areas on the eastern side of the province, as well as meet the freight transport needs between provinces.
