Social Housing: From a Social Welfare Policy to a Catalyst for Sustainable Urban Development

As urbanization continues to accelerate, access to affordable housing has become a critical factor in enhancing a city's competitiveness. Social housing is therefore evolving beyond its traditional role as a social welfare policy to become a key pillar of sustainable urban development strategies.

From policy direction to practical implementation, social housing in Vietnam is entering a new phase of development, supported by stronger mechanisms, preferential financing, and integrated urban planning. This strategic vision is reflected in ambitious national targets. Under the Government's national housing program, at least one million social housing units are expected to be completed by 2030. To accelerate implementation, the VND 145 trillion preferential credit package has recorded disbursements exceeding VND 12.44 trillion, while homebuyers can access preferential mortgage rates from as low as 6.5% per year.

These financial incentives are reshaping the real estate market. Social housing is no longer viewed as isolated residential blocks but is increasingly planned as integrated urban communities featuring comprehensive infrastructure, public amenities, landscaped environments, and sustainable design. More importantly, it has become a strategic solution for major economic and tourism centers seeking to attract and retain skilled professionals while providing young families with long-term housing stability.

Da Nang Accelerates the Development of Social Housing Supply

Following its administrative expansion, Da Nang has entered a new stage of urban growth characterized by a larger population, an expanded urban footprint, and rapidly increasing housing demand. The city has been assigned a target of delivering nearly 29,000 social housing units by 2030—significantly higher than in previous development phases.

As property prices continue to rise, providing affordable housing for the workforce has become increasingly urgent. To meet this demand, the city is simultaneously rolling out numerous new social housing developments. As of early 2026, the Da Nang People's Committee had approved 113 land sites designated for social housing development, including 24 projects currently under implementation and 89 planned development sites. During 2026 alone, the city aims to commence construction on multiple new projects while launching approximately 6,000–7,000 social housing units for sale.

These initiatives demonstrate Da Nang's strong commitment to expanding social housing in a well-planned and integrated manner, gradually meeting residents' housing needs while laying the foundation for balanced and sustainable urban development.

Despite these positive developments, market supply still falls short of actual demand. Most large-scale social housing projects remain concentrated in the northwestern districts, particularly Lien Chieu. Meanwhile, areas surrounding Hoi An Ancient Town, the riverside urban corridor, and the coastal belt connecting Da Nang with Vietnam's central coastline continue to face severe shortages of both developable land and affordable housing for the local workforce.

This imbalance has significantly limited homeownership opportunities for many young families as well as employees working in the tourism and service sectors within these fast-growing economic areas.

Positive Signals for the Market

Amid Da Nang's accelerated social housing development, an increasing number of capable developers have actively participated in large-scale projects, contributing to the expansion of housing supply while supporting the Government's affordable housing agenda.

For experienced developers, investing in social housing represents not only a business opportunity but also a long-term commitment to partnering with local authorities in addressing urban housing challenges and promoting social well-being.

Against this backdrop, the Con Tien Social Housing Project, developed by Dat Phuong Hoi An Joint Stock Company, is among the projects contributing to the implementation of the Government's and Da Nang City's social housing strategy. Scheduled to break ground on 14 July 2026, the project will add a well-planned social housing community in southern Da Nang, expanding affordable housing supply while supporting the city's ongoing urban infrastructure development and creating new opportunities for residents to establish long-term homes.
